Description : Background UNOCT is the main counter-terrorism policy coordination and capacity-building entity mandated by the General Assembly. The United Nations Counter-Terrorism Centre (UNCCT) is part of UNOCT and promotes the delivery of United Nations capacity-building assistance to Member States, in collaboration with the United Nations Global Counter-Terrorism Coordination Compact entities, as well as other partners at the global, regional and national level. In 2019, UNCCT, in collaboration with UNODC, started with the implementation of a project titled "Promoting universalization and effective implementation of the International Convention for the Suppression of Acts of Nuclear Terrorism". The three-year project includes contribution to the universalization of International Convention for the Suppression of Acts of Nuclear Terrorism (ICSANT) and its implementation by Member States, thereby ensuring that there is no safe haven for those that commit or seek to commit acts of terrorism involving radiological or nuclear materials. The project envisages conducting an academic study on the deeper understanding of the reasons and challenges for not becoming Party to ICSANT and to issue recommendations on how to address these in order to ensure increased adherence, as well as indicate legislative requirements and measures for effective implementation, with a view toward informing a strategy to engage non-Member States.
