In order to improve the performanceof public finances in terms of good governance and expenditure management for effective efficiency, the followingPublic procurement, and particularly that carried out by external entities, must be encouraged and strengthened. Since 2015, civil society has been involved in budget monitoring. At first, it focused on promoting budget transparency and monitoring the budget preparation phase, and today intends to go further inmonitoring the budget cycle, focusing more particularly on the public expenditure cycle. The Independent Observatory of Public Procurement (OIMP) was created in July 2017 with the mission of "contributing to the improvement of good governance, and transparency in the context of public procurement procedures through the production and the diffreliable information, and the inquiry mission to reduce and prevent all risks of corruption.
