1. The Department of Social Welfare and Development, Regional Office No. VIII, through GENERAL APPROPRIATIONS ACT (GAA), intends to apply the sum above stated being the Approved Budget for the Contract (ABC) to payments for the abovementioned contract. Bids received in excess of the ABC shall be automatically rejected and declared non-complying in the bid opening.



2. Bidders should have completed, within the last five years (March 2014 to March 2019) from the date of submission and receipt of bids, a contract similar to the project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II, Instruction to Bidders.



3. Bidding will be conducted through open competitive bidding procedures using non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (lRR) of Republic Act 9184 (RA 9184) otherwise known as the -œGovernment Procurement Reform Act-.



4. Interested bidders may obtain further information from Department of Social Welfare and Development, Regional Office VIII, Magsaysay Boulevard, Tacloban City and inspect the Bidding Documents at the address given below from 8:00 A.M. to 5:00 P.M.



5. Interested Bidders may obtain complete set of Bidding Documents from the address below and upon payment of a non-refundable fee for the Bidding Documents in the amount stated above. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the fee for the Bidding Documents not later than the submission of their bids.

6. Pre-Bid Conference and Opening of Bids will be held at the KALAHI CIDSS Conference Room, Leyte Park Compound, Magsaysay Boulevard, Tacloban City which shall be open to all interested parties who have purchased the Bidding Documents.



7. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Bids must be duly received by the BAC at the address stated below and will be opened in the presence of the bidders- authorized representatives who choose to attend. Late bids shall not be accepted.



8. The Bids and Awards Committee of the Department of Social Welfare and Development, Regional Office No. VIII, Magsaysay Boulevard, Tacloban City reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability or obligation to the affected bidder/s.
