Description
The Department of Planning, Transport and Infrastructure (DPTI) is conducting a two-staged market process to divest its interest in Addinsight. Future development of AddInsight is not core business and DPTI is investigating the transition from product owner/developer to customer.
This Expression of Interest (EOI) relates to the first phase of the market process. DPTI is expecting to commence the second phase of the market process, Request for Proposal (RFP), with shortlisted bidders in May 2020.

Background
Addinsight is an innovative data analytics system developed by the State that can track the movement of devices (including Bluetooth, Wi-Fi and others) in real time as they travel through the local traffic network. Information captured by Addinsight is utilised by the DPTI Traffic Management Centre (TMC) to review, monitor and improve traffic flow and congestion across South Australia.

EOI Process and Access to the Data Room
To inform the market process, DPTI will be making available the use of an electronic Data Room. To access the Data Room, interested parties must execute a "Tenderer s Deed of Confidentiality", complete the "Data Room Rules Acceptance by Bidder" and "Bidder s User Request Form for Access to the Data Room", and submit all signed and executed documents via email to dpti.addinsightreview@sa.gov.au by no later than 5:00pm (Adelaide Time) 20 March 2020. Signed and executed documents received after this date may still be accepted, but DPTI will not consider extending the closing time of the EOI to accommodate Bidders as a result.
Note: The Tenderer s Deed of Confidentiality (TDC) relates to confidential information disclosed at any time during the process. An additional TDC will only be required if additional entities are included in the team.
