INVITATION TO BID



The DPWH Regional Office No. 2 through the Bids and Awards Committee (BAC) invite contractors to bid for the project :

Brief Description of the Project : Construction of Building

Approved Budget for the Contract (ABC) : a‚+/-309, 064.81

Source of Funds : FY 2018 RA10964 REGULAR 2018 CURRENT

Contract Duration : 30 calendar days



The BAC is conducting the public bidding for this Contract in accordance with Republic Act 9184 and its Revised Implementing Rules and Regulations (IRR).



To be eligible to bid for this contract, a contractor must meet the following major requirements: (a) Filipino citizen or 75% Filipino-owned partnership/corporation with PCAB license for Size Range -œSmall A to Large B-, completion of a similar contract costing at least 50% of the ABC, and (c) Net Financial Contracting Capacity (NFCC) at least equal to the ABC.



The DPWH will use non-discretionary -œpass/fail- criteria in the eligibility check. Bids received in excess of the ABC shall be automatically rejected on bid opening. The completeness and correctness of the bid will be determined during the detailed evaluation of bids. Contractors shall also be able to meet the post-qualification criteria of the project as stated in the bidding documents of the projects.



Strict Application of R.A. 9184 of Post-Qualification of Bidders with Delayed On-going Contracts with the DPWH, (Department Order No. 127 Series 2018) -œIf at the time of post-qualification procedure, the BAC verifies that any of the deficiencies is due to the contractor-s fault or negligence pursuant to 34.3(b)11)(c) of the 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184 (2016 RIRR of RA 9184), the Procuring Entity shall disqualify the contractor from the award without any right to reimburse fees and incidental cost paid for the procurement contract subject of the Bid-.

4. Opening of Bids October 9, 2019 immediately after the deadline of the submission of bids Bidding Room, 2nd Floor, DPWH-Regional Office No.2 Main Bldg.

An appropriate fee of a‚+/-500.00 to cover the cost of Bidding Documents shall be paid upon securing hard copies of the Documents. Bidders who download the Documents from the DPWH/PhilGEPS website shall pay the fee upon submission of their bids.



Bid documents should be printed in A4 size bond paper.



The DPWH Regional Office No. 2 reserves the right to accept or reject any bid and to annul the bidding process any time before the Contract award, without incurring any liability to the affected bidders, in accordance with the provisions of Section 41 of R.A. 9184 and its IRR.
