Auckland Transport (AT) invites experienced suppliers of Variable Message Speed Signs (VMSS) and Internet of Things (IoT) Management Platforms to respond to this RFP.

AT has approximately 620 School Zone Signs (SZS) of various types deployed on road approaches to qualifying schools across the Auckland Region. All are intended to be a highly visible means of indicating to drivers their legal responsibilities in relation to speed limits and to encourage speed reduction in areas where vulnerable road users are likely to be present.

There are three main drivers necessitating the need for this RFP:

1. Approximately 100 existing signs are at end-of-economic life and require replacement

2. Upcoming legislative changes to speed limits in Auckland require replacement of all fixed 40km/h school zone signs in impacted zones

3. AT requires a management platform for IoT enabled devices

AT wishes to leverage this opportunity to implement a step change in sign technology to further provide variable messages to drivers about travel times, disruptions and other information in addition to the primary SZS function. This additional Data will be derived from AT systems. SZS operate on a schedule at school start and finish times, displaying a reduced speed limit and recording vehicle speed via radar.

This procurement process is split into two categories to allow suppliers to submit a proposal to supply all three VMSS and an IoT Management Platform or either category. This allows specialists in either market (signs or management platforms) to submit a proposal if you do not supply both categories.

After completion of the Non-Price evaluation process the supplier ranked 1st in each category will be identified as the potential preferred supplier for that category, pending outcome of due diligence and price acceptability processes. Where these processes identify no risks and pricing is acceptable, that supplier will become the preferred supplier for that category.

If risks are identified in any proposal and/or pricing is unacceptable, AT reserves the right to reject the proposal and commence the same process with the supplier ranked 2nd in that category.

VMSS

The proposed replacement SZS establishes three categories referred to as Variable Message Speed Signs (VMSS) in addition to the existing Variable Speed Limit Sign (VSLS) category.

AT will award one contract to be AT`s preferred supplier of VMSS to enable AT to purchase these signs as and when required and provide whole of
