RFQ for Ships Warf Energy Plant in Bermuda, on BOOT Basis



Bermuda Land Development Company Limited (BLDC) is seeking Request for Qualifications from interested parties to design, build, finance, operate and maintain an energy plant in Bermuda. The requirement is to build a power plant capable of delivering at least 20 MW of capacity to the Island’s electrical network. The infrastructure may be scaled to deliver higher capacity. The power plant is envisaged to use low cost, low emission energy technologies. Bulk fuel and energy storage options will be considered. Only shortlisted parties will be invited to submit Request for Proposals. Full details can be found on our website.

Timetable:

Issue RFQ:March 27, 2018
Information Meeting:Time and Dates to be released directly to registered Proponents once registration fee is received.
Last day to register as a Proponent:May 3, 2018
Last day for Proponents to submit questions or concerns:May 3, 2018
Last day to submit a request regarding Affiliates: Conflict of Interest May 3, 2018
Last day for issuance of Addenda (except Addenda related to Timetable changes)May 10, 2018
RFQ Submission Deadline:May 23, 2018 no later than 2:00:00 pm Hamilton, Bermuda Local Time (AST)

Registration Fee:
The amount of the Registration Fee to be provided by a Proponent is the sum of: $5,000.00 USD. RFQ Documents will be released once the registration process is completed and the Registration Fee is received. Payment of the Registration Fee shall be made by electronic transfer pursuant to the instructions provided in the Official BLDC-Proponent Communication Interface.

Submission Fee:
The amount of the Submission Fee to be provided by a Proponent is the sum of $5,000.00 USD and shall be provided with the Proponent’s Prequalification Submission. Payment of the Submission Fee shall be made by electronic transfer pursuant to the instructions provided in the Official BLDC-Proponent Communication Interface and Wire Payment Confirmation confirming payment of the Submission

Fee shall be included together with the Proponent’s Technical Submission package.

Maximum Number of Prequalified Parties: 6 (six)
