Each framework agreement is executed by purchase orders and deals with the performance of catering services to the benefit of the CNRS - DelRegional Association Midi-Pyrenees and its units of research and related services (about 70 units) ..

Procedure leading to the conclusion of up to 12 framework agreementss (maximum of 3 economic operators per batch).
Only bids received on deposit dates and times will be opened. If several tenders are successively submitted by the same tenderer, only the last bid received by the buyer within the fixed deadline for submission of bids is open. CNRS wishes that applications and tenders be sent by postsee. Paper transmission is allowed. Candidates apply the same method of transmission to all the documents they send to the CNRS.
The present consultation may be the subject of negotiations, however, the CNRS may conclude the framework agreement on the basis of the initial offer.
Applicants may submit their offer in the form of a joint or joint consortium, in accordanceArticle 45 of Decree 2016-360 of 25.3.2016.
The grouping is joint when each of the economic operators members of the group undertakes to perform the service or benefits that may be attributed to it in the framework agreement.
The grouping is solidary when each of the economic operators members of the grouping is engaged financially for the totalite of the framework agreement.
The same economic operator can not be an agent of more than one grouping for the same framework agreement.
The grouping awarded the contract may be joint. In this hypothesis, the representative is in solidarity with his co-contractors.
The examination of the candidatures concerns the completeness of the file and the regularity of the administrative file of the candidate and on his capacities prProfessional, technical and financial.
Applicants who clearly do not have the professional, technical or financial capacity to perform the services covered by the framework agreement are eliminated.
A tasting of samples will be organized for each batch in order to analyze offers on the criterion. The information relating to the samples is described in art. 13.4 of the Regulations-Consultation No. 17381.
Subject to the application of the provisions of Article 15 of the RC, a framework agreement will be signed with each of the 3 service providers arriving at the first three positions at the end of the final analysis of the offers.

Option: the benefits may give rise to new steps for the reathe provision of services similar to those entrusted to the holder of this contract in application of the technical specifications of the initial contract only. These new markets will be passed without prior advertising or call for competition under the negotiated procedure referred to in Article 30-I 7 of Decree No. 2016-360. These new markets may be concluded for a period of 3 years at the end ofmpter of the notification of the initial market.
Advance: in accordance with article 110 of the decree n 2016-360 of 25.3.2016 relative to the public markets, in the case of a framework agreement having no fixed minimum in value, the advance is granted for each purchase order of an amount exceeding 50 000 EUR HT and a duration of execution greater than 2 months. The amount of the advance is fixed at 5% of myas initial, all taxes included, of the market. The personal and solidarity guarantee is not allowed.

Tender Details : The u.s. Army engineer research and development center (erdc) has issued a broad agency announcement (baa) for various research and development topic areas. The erdc consists of the coastal and hydraulics lab (chl), the geotechnical and structures lab (gsl), the reachback operations center (uroc), the environmental lab (el) and the information technology lab (itl) in vicksburg, mississippi, the cold regions research and engineering lab (crrel) in hanover, new hampshire, the construction engineering research lab (cerl) in champaign, illinois, and the geospatial research laboratory (grl) in alexandria, virginia. The erdc is responsible for conducting research in the broad fields of hydraulics, dredging, coastal engineering, instrumentation, oceanography, remote sensing, geotechnical engineering, earthquake engineering, soil effects, vehicle mobility, self-contained munitions, military engineering, geophysics, pavements, protective structures, aquatic plants, water quality, dredged material, treatment of hazardous waste, wetlands, physical/mechanical/ chemical properties of snow and other frozen precipitation, infrastructure and environmental issues for installations, computer science, telecommunications management, energy, facilities maintenance, materials and structures, engineering processes, environmental processes, land and heritage conservation, and ecological processes. The baa is available as an attachment to this posting and is also available at http://erdc.usace.army.mil. The baa is open until superseded. Proposals may be accepted at any time.

Description: This Funding Opportunity Announcement (FOA) invites applications that seek to apply one or more innovative methodologies in communication research across the cancer control continuum, from prevention, early detection, diagnosis, treatment, and survivorship, to end of life. Applications to this FOA should utilize one or more of the following analytic approaches, methods, and data sources, including but not limited to social media data mining, Natural Language Processing (NLP) techniques, online social network analysis, crowdsourcing research tools (e.g., mTurk), online search data, Ecological Momentary Assessment, neuroscience and biobehavioral approaches to communication, and geographic information systems. Studies should assess outcomes related to cancer prevention and control (e.g., knowledge, attitudes, beliefs, perceived risk, decision making in screening and treatment, information inequalities, social support, shared decision making, persuasion, caregiving, behavioral intentions, preventive behaviors, and policy support, among others). This FOA utilizes the Exploratory/Developmental Grant (R21) mechanism, which supports investigation of novel scientific ideas or new model systems, tools, or technologies that have the potential for significant impact on biomedical or biobehavioral research. An R21 grant application need not have extensive background material or preliminary information.

Description: NGA welcomes all innovative ideas for path-breaking research that may advance the GEOINT mission. The NGA mission is to provide timely, relevant, and accurate geospatial intelligence (GEOINT) in support of national security objectives. GEOINT is the exploitation and analysis of imagery and geospatial information to describe, assess, and visually depict physical features and geographically referenced activities on the Earth. GEOINT consists of imagery, imagery intelligence, and geospatial information. NGA offers a variety of critical GEOINT products in support of U.S. national security objectives and Federal disaster relief, including aeronautical, geodesy, hydrographic, imagery, geospatial and topographical information. The NGA Academic Research Program (NARP) is focused on innovative, far-reaching basic and applied research in science, technology, engineering and mathematics having the potential to advance the GEOINT mission. The objective of the NARP is to support innovative, high-payoff research that provides the basis for revolutionary progress in areas of science and technology affecting the needs and mission of NGA. This research also supports the National System for Geospatial Intelligence (NSG), which is the combination of technology, systems and organizations that gather, produce, distribute and consume geospatial data and information. This research is aimed at advancing GEOINT capabilities by improving analytical methods, enhancing and expanding systems capabilities, and leveraging resources for common NSG goals. The NARP also seeks to improve education in scientific, mathematics, and engineering skills necessary to advance GEOINT capabilities. It is NGA s intent to solicit fundamental research under this BAA. Fundamental research means basic and applied research in science and engineering, the results of which ordinarily are published and shared broadly within the scientific community, as distinguished from proprietary research and from Industrial development, design, production, and product utilization, the results of which ordinarily are restricted for proprietary or national security reason.
