the u.s. Department of commerce (doc), national oceanic and atmospheric administration (noaa), national marine fisheries service (nmfs), southwest fisheries science center (swfsc), antarctic ecosystems research division, intends to award, on a sole source basis, under the authority of far 13.106-1(b)(1), to aerial imaging solutions, llc, the sole manufacturer of the aph-28 unmanned aerial system. The aph-28 is completely compatible with our existing fleet currently operated by the pacific islands, alaska and northeast fisheries science centers. It is important that the aph-28 and the ground stations, replacement parts, extra batteries, and extra radio controllers are interchangeable and accessible to all programs. Aerial imaging solutions holds exclusive proprietary firmware that enable these systems to operate from shore, boats, and or ships.

The sole source determination is based on national oceanic & atmospheric administration`s (noaa), national marine fisheries services (nmfs) requirement for the aph-28 unmanned system to be used for unmanned aerial photographic surveys for improved ongoing and new scientific data sets and to collect mandated data on antarctic krill predators during the field season. The suggested source is the only source capable of meeting specific mission requirements for the southwest fisheries science center, antarctic ecosystem research division.

The government intends to negotiate a firm fixed price contract. This special notice is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government`s requirements may submit substantiating documentation in writing.
