Synopsis: 1) Contract Action. The NOAA Acquisition and Grants Office (AGO) Satellite and Information Acquisition Division (SIAD) located in Silver Spring, MD, proposes to modify an existing contract on the basis of other than full and open competition in support of the SARSAT Program, Office of Satellite and Product Operations (OSPO), National Environmental Satellite, Data, and Information Service (NESDIS). NOAA intends to negotiate a contract modification with Thales USA, Inc under Contract Number 1332KP18CNAAA0017.2) Description. The modification requirement is for a Test Phased Array MEOLUT (TPAM) that will allow NOAA to perform various functions in a test environment at the NOAA Satellite Operations Facility (NSOF) prior to deployment to the operational SUSA MEOLUT. The TPAM must be identical to the operational SUSA MEOLUT because differences in hardware or software configurations may prevent the identification of changes that will cause an outage to the operational system. The proprietary hardware and software designed for the SUSA MEOLUT prevents any other contractor from building an identical test system. This notice is published for informational purposes only and is not a request for competitive proposals.
