Synopsis: BACKGROUND:The National Oceanic and Atmospheric Administration (NOAA) National Data Buoy Center (NDBC) is performing a technology refresh of their Coastal-Marine Automated Network (C-MAN) and is exploring options for modern products and services. The C-MAN measure, process, and transmit meteorological and oceanographic data from coastal marine areas to shore side processing centers. The data are then made available to the public for use in marine and aviation applications.NDBC anticipates refreshing all 45 C-MAN stations with an additional 50% in spares. These stations are located in harsh and often remote marine environments, and routine maintenance/ service is typically not conducted before the end of an instrument`s survivability. There are no available utilities at these sites. NDBC plans to own and maintain the equipment.NDBC`s webpage: https://www.ndbc.noaa.gov/SUMMARY OF MINIMUM TECHNICAL REQUIREMENTS:NDBC is seeking the following, either through individual or combined products:1) Meteorological and Oceanographic Sensor(s);2) DC power supply for a payload or station platform that a) Is self-contained.b) Provides up to 2A at 12 VDC.c) Has a nominal range of 12-15 VDC.3) Telecommunications equipment thata) Accepts data and transmits via satellite. No preferred satellite networks.b) Supports two-way communication.c) Interfaces with existing shore side facilities.d) Transmits at a designated interval.4) Payload/ Data Acquisition System that:a) Meets the requirements listed in 3) DC Power Supply and 4) Telecommunications.b) Has a combination of analogue and digital in/outputs?c) Logs and stores data.d) Can average and correct data.e) Can format transmission messages.f) Can perform NDBC specific calculations- i.e. peak winds.REQUESTED INFORMATION:Interested parties are encouraged to submit a response, no greater than 10 pages in length per individual requirement, which supports the company`s claim that it presently has the capability to provide any of the products listed in the ‘Requirements` section.
