Feasibility study for the airworthiness of the picarro co2/ch4/co/h2o instrument
(i) this is a combined synopsis/solicitation for commercial items prepared in accordance with the format in far subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in far part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) this solicitation is issued as a request for quotation (rfq). Submit written quotes on rfq number nrmj1000-19-00831cm2.
(iii) the solicitation document and incorporated provisions and clauses are those in effect through federal acquisition circular 2019-03 (july 2019) (deviation 2019-03) (june 2019).
(iv) this solicitation is being issued as a small business set aside. The associated naics code is 541620. The small business size standard is $15.0m.
(v) this combined solicitation/synopsis is for the purchase of the following commercial item(s):
the purpose of this work is to conduct a feasibility study that outlines the requirements for airworthiness certification, operational requirements before, during and after flights as well as a maintenance plan for the picarro co2/ch4/co/h2o instrument that is required for measurement of ghgs on commercial aircraft. The end product will work plans and cost analysis for the installation of the picarro co2/ch4/co/h2o on a boeing 737 for airline officials as specified in the attached statement of work.

non-personal services. The global monitoring division (gmd) at noaa is embarking on a program to measure greenhouse gases (ghg) from commercial aircraft.
