1. The Ministry of Higher Education of the Republic of Angola has received funding from the

African Development Bank (AfDB) to develop studies on the cost and financing of

Higher Education Subsystem and the Involvement of the Private Sector in Teaching

Superior in Angola, and wishes to use part of the appropriations allocated to finance the

1. Le Ministère de l’Enseignement Supérieur de la République d’Angola a reçu un financement de la

Banque Africaine de Développement (BAD) pour l’élaboration d’Études sur le coût et le financement du

Sous-système d’Enseignement supérieur et sur l’implication du secteur privé dans l’Enseignement

Supérieur en Angola, et souhaite utiliser une partie des crédits attribués pour financer les prestations de

services d’une entreprise spécialisée dans la réalisation d’audits financières externes de projets. Le

contrat avec le Consultant/Auditeur s’étendra sur une période estimée de quatre mois, prévue pour

commencer en juillet 2017.

2. Les services prévus dans le cadre du contrat incluent: l'audit des états financiers préparés par la

Commission Technique de mise en œuvre du projet en vue de l'émission d'un avis professionnel et

indépendant, conformément aux normes internationales de réalisation d’audits (ISA ou ISSAIs) et

utilisant la structure de rapport prédéfinie; et la vérification des registres comptables et transactions

financières effectuées par la Commission Technique de mise en œuvre du projet, dans la période

comprise entre Juillet 2016 et Juin 2017.

3. Ainsi, le Ministère de l’Enseignement Supérieur invite les Cabinets à présenter leur candidature en vue

de fournir les services décrits ci-dessus. Les Cabinets intéressés doivent présenter les informations sur

leurs capacités et expériences, démontrant la possession des qualifications nécessaires à la

réalisation de la prestation de service sollicitée (documentation, référence à des prestations de service

similaires, expériences de missions comparables, disponibilité de personnel qualifié, etc.). Les Cabinets

pourront s’associer afin d’augmenter les possibilités de qualification.

4. Les critères d’éligibilité, l’établissement de la liste restreinte et le processus de sélection seront

conformes aux «Règles et Procédures pour l’Utilisation des Consultants» de la Banque Africaine

de Développement, édition de Mai 2008 révisée en Juillet 2012, disponibles sur le site web de la
