The tender specifications for the purchase of 4 generators for the Turkish Cypriot Electricity Authority (KIB-TEK) were sent to the Central Tender Commission two weeks ago by the board of directors.

The Commission made the necessary inspections in the tender specifications and then consulted the expert. Tender specifications were sent to Middle East Technical University (METU) with the request of OD scientific opinion İhale.

There is not yet a prescribed date when the tender is due.

Because the process will continue with the evaluation of the scientific opinion to be sent from METU at the Central Tender Commission.

The Commission will also take the opinion of the Chambers of Engineers, Chambers of Electrical and Electronics Engineers or different NGOs at the point they deem necessary. After compiling all of these, if there is a deficiency in the tender specifications, these shortcomings will be re-evaluated and the tender specifications will be returned to the KIB-TEK Board of Directors by pointing out the deficiencies identified.

The KIB-TEK Board of Directors will also add them to the specification if there are other features they want to add and the specification will be sent back to the commission.

Question: When did the process begin? What's in the tender specifications? What kind of method is envisaged? What is the tender cost of 4 engines (generator) and what is the cost of the tender?

Talaykurt: The tender specifications for the purchase of 4 engines (generators) prepared in accordance with the decision taken by the former Board of Directors with the logic of the development and renewal of the existing system reached to the Central Tender Commission 2 weeks ago. With an investment of 40 million Euros + VAT, this has an investment cost. Only applicants for the domestic market (national) were invited to apply for a tender method.

This is the largest purchase by the Central Tender Commission in the energy field after the passage of the Public Procurement Law.

After the process comes to us, the commencement and completion of the whole tender is carried out by the Central Tender Commission. In other words, after the transfer of such a need by the Turkish Cypriot Electricity Authority, I am obliged to carry out this tender. How we do this will continue in line with the decisions my and my commission will take.

”Scientific opinion should find support“

Instead of receiving a closed envelope, perhaps we would have the opinion that these companies may be more productive by inviting them to our commission, in the individual competitive dialogue, by the authorities coming from KIB-TEK and the conditions and specifications by speaking there. ”The decision to purchase was the work of the government but the process started 2 weeks ago“

But now that we have a specification, we continue this work. This specification came to us 2 weeks ago.

Question: When is the process going to the final stage, and is there a prediction about the date of the tender?

Talaykurt: We are expecting from METU, but also our work continues.

I can't give you any time for the tender. My scientific experience is not that way. I cannot foresee how long this scientific work will last.

Question: How will the process continue after you receive the scientific opinion you requested from METU?

Talaykurt: After the meeting, we will collect the Central Tender Commission. We'il consider the opinions.

If there are question marks at certain points, we may get opinions from different points.

There is a possibility that we can get opinions from the Chambers of Engineers, Chambers of Electrical and Electronics Engineers or from different NGOs.

After compiling all of these, our specifications will be evaluated if there are any deficiencies. Because it's not just about the engine coming in.

”Must be considered complete“

If we're going back to it, we'll have a facility to transform liquefied gas. The ships that bring this gas are huge.

Therefore, it is necessary to make a port to approach this ship with its mines and transportation stations. In other words, it should be a very colossal project. So in my opinion should be considered complete.

We are also waiting for opinions.

Then we will compile all this information and send it back to the KIB-TEK Board of Directors.

We will say ecek We have identified these shortcomings v, and if they have other features they want to add in this way, they will be added to the specification and sent back to us. Then there are dates to be announced according to our law.

”At least 35 business days must be suspended“

The tender of that size should be suspended for at least 35 business days. We will be auctioned to announce both on our website and in two local newspapers.

Of course, this will be the Council of Ministers' Council because the tender must be approved by the Council of Ministers to be international.

The Council of Ministers, after allowing it to go to the international tender, it will come to me with the decision of the Council of Ministers to come internationally.

As a result, the task that falls on us, in accordance with the 20-2016 Public Procurement Law and scientific opinions, the best way to make this tender to the benefit of the country.

Because after the Public Procurement Law, such a large tender will be made both for the first time, and in the next big tenders, our commission will be able to show that everyone is capable of this.
